[Bug 2052673] [NEW] vt handoff appears to be a noop

Public bug reported:

GRUB on Noble still sets vt.handoff=7 on the kernel command line by
default, but it appears that the Noble unstable kernel doesn't have any
patches that recognize vt.handoff=7 anymore.

Does this still make sense to do?
