[Bug 2054706] [NEW] pyc files in rust-*-src

Public bug reported:

A routine check of `apt-file search __pycache__` showed that rust-*-src
packages contain pyc files, which is in violation of
https://www.debian.org/doc/packaging-manuals/python-policy/#modules-
byte-compilation .  Pruning these from the binary packages would provide
a small (~150k) space savings as well.
