That is intentional. linux-firmware-raspi diverts some files from linux-
firmware. The Pi wifi needs different firmware than what is provided in
linux-firmware.

  Current version on Lunar conflicts with the main linux-firmware

  Invalid

Bug description:
  It may have happened with recent update for linux-firmware (27th
  Nov.), but I just found out when performing a full upgrade. There are
  a couple of files that are present in both packages, the firmware
  blobs for the WiFi/BT built-in card on older Pis.

  The attached image shows the offending files, present in both,
  highlighted in red are those that are binary different (linux-firmware
  having the newer versions).

  Package versions at the time of writing:
   - linux-firmware: 20230323.gitbcdcfbcf-0ubuntu1.9 (all)
   - linux-firmware-raspi: 10-0ubuntu1 (arm64)
