linux-headers-generic is not a dependency of linux-image-generic.  It IS
a dependency of linux-generic, which is what ubiquity installs.  But any
mismatches here are likely in the kernel dependencies, not the
installer.

  linux-image-5.15.0-97-generic definitely exists in Ubuntu and it does
  not pull in the correct linux-header package which is required to
  rebuilt nvidia kernel modules.
