Im also able to file bugs, with that cloud-init warning as described by
you

only when the package is 'linux' apport seems to abort saying its not a
valid package

but i suspect this is due another bug;

  i'm getting an error: cloud-init run data not found on system. Unable
  to add cloud-specific data

  wich in some cases prevents me to file the bug
