  Fix Released

Bug description:
  tzdata-icu was split out of tzdata in 2022g-7ubuntu1 in lunar. Stop
  letting tzdata recommend tzdata-icu. All packages that need the files
  in /usr/share/zoneinfo-icu should directly depend on tzdata-icu.
