Since the changes have landed in proposed:
 s390-tools | 2.30.0-0ubuntu1 | noble-proposed | source, amd64, arm64, ppc64el
 s390-tools-signed | 2.30.0-0ubuntu1 | noble-proposed | source
I'll update the status to Fix Committed.

@schopin thanks for the review, the suggestions and changes (to get it
more compact) and the upload of course!

Title:
  [24.04 FEAT] bump s390-tools version to v2.30.0

Status in Ubuntu on IBM z Systems:
  Fix Committed
Status in s390-tools package in Ubuntu:
  Fix Committed
Status in s390-tools-signed package in Ubuntu:
  Fix Committed

Bug description:
There is now a new s390-tools release: v2.30.0
  https://github.com/ibm-s390-linux/s390-tools/releases/tag/v2.30.0

Even if this is not the planned target release for noble,
I nevertheless want to get it into noble, because:
  - it affects Rust (now comes with global workspace)
  - and I want to keep the version delta as small as possible
