[Bug 2049890] [NEW] gcc-12-cross: FTBFS with glibc 2.39 snapshot

Public bug reported:

During the recent test rebuilds, one of the rebuild configurations was
against a snapshot of the upcoming glibc 2.39.

gcc-12-cross failed to build in that configuration with the error.

Depends: libc6-dev-amd64-cross (= 2.38-3ubuntu1cross1) but it is not
installable

This has been confirmed locally with a more recent snapshot.
