Public bug reported:

Set correct trim cut-off date for changelogs and implement max

In Ubuntu, for a long time we would trim changelogs via pkgbinarymangler
of at most 10 entires. A similar functionality is now available in
debhelper natively, but needs tweaks.

Can it please be implemented that at most 10 entries are included?

Can we set the cut-off date to the last LTS release? As that is a better
cutoff date for us, versus debian's old stable release date.

Can we also add hint of where to get the rest of the changelog? In
pkgbinarymangler we do emit today advert for "apt-get changelogs".

** Affects: debhelper (Ubuntu)
     Importance: Undecided
         Status: New
