[Bug 2051432] [NEW] Unable to install php8.2-intl on Ubuntu 23.10

My website, which is hosted on a computer running Ubuntu 23.10 has been
down for five days now because it depends upon the internationalization
feature of PHP and I cannot install that feature.  I urgently need
instructions on how to install this feature.

    $ sudo apt-get install php8.2-intl
    Reading package lists... Done
    Building dependency tree... Done

    requested an impossible situation or if you are using the unstable
