Your package installation issue is caused by your having installed some
php8.2.14 packages from a 3rd party repository or PPA, which from your
source list seems to have been disabled or removed. The +deb.sury.org+1
suffix to the conflicting package version gives this away.

This is not a Ubuntu bug/issue, as 3rd party packages are entirely
unsupported. So the status of 'invalid' here is additionally
appropriate.

  My website, which is hosted on a computer running Ubuntu 23.10 has
  been down for five days now because it depends upon the
  internationalization feature of PHP and I cannot install that feature.
  I urgently need instructions on how to install this feature.
