i would feel slightly safer if ubuntu-release-upgrader would prevent
upgrades to noble, if the system is still not usrmerged somehow.
we only added usrmerge in jammy; and some people will try to do jumps
from focal to noble; skipping jammy and thus end up non-usrmerge.
are those protections in place somewhere else now?
