Actually, this specific problem (Saucy missing) is fixed in Bionic+.

The devel branch has a fix for everything else.

Bug description:
  It looks like saucy doesn't know its own name, at least in the debian
  build tools.  The amusing thing is that I was just trying to build a
  precise pbuilder chroot per https://wiki.ubuntu.com/PbuilderHowto :

      $ sudo pbuilder create --distribution precise
      Unknown distribution: saucy
