The s390x build of s390-tools needs to be approved by the archive
admins.  I've decided to go ahead and upload -signed; we can always
retry the build if needed.

Bug description:
  s390-tools now fails to build after gcc-defaults is upgraded to
  1.215ubuntu2 due to missing gcc-multilib package.

  We might want to evaluate the option that removes gcc-multilib package
  from Build-Depends.
