Title:
  Build ubuntu-core qcow2 images

Status in livecd-rootfs package in Ubuntu:
  Fix Released
Status in livecd-rootfs source package in Noble:
  Fix Released

Bug description:
  [Impact]

The Ubuntu Core team requests that their UC24 images are made
available for LXD consumption. For this, we need to actually generate
qcow2-formatted images for core. The best way would be doing that on
the livefs builders to try and keep the build-logic separate from the
  publishing logic.

ubuntu-cdimage already supports pulling qcow2 images from builders
whenever available, since this was added for the purpose of appliances
  long time ago.

  [Test Case]

Build ubuntu-core images for noble with -proposed enabled. Make sure
the build doesn't fail and that it generates a qcow2 image for the
  non-subarch images (amd64, arm64).

  [Regression Potential]

The change is limited only to the ubuntu-core case. Worst case could
be that the build fails due to a syntax error, but this should be
  covered by the test case.
