Sorry I don't understand the comment. Why the org.freedesktop.network1 doesn't start automatically ?
The network-dispatcher is using it to register on event and this not working. 
The wired thing is that if I restart systemd-networkd when the boot finished and org.freedesktop.network1 is active. 

It seem to me like race condition in the boot time between the dbus and
systemd-networkd.
