[Bug 2074121] [NEW] please enable bpfcc ppc64el build

Public bug reported:

 bpfcc missed ppc64el build. It was disabled in[1] due to the build failures in Debian. 
The package builds successfully in oracular[2], but we need to validate if it passes autopkgtests and builds in Debian.
