Attempting to build python-dateutil in an i386 chroot results in FTBFS,
as python3-coverage, a dependency of python3-pytest-cov, is not
available.

The following packages have unmet dependencies:
 python3-pytest-cov : Depends: python3-coverage but it is not installable
E: Unable to correct problems, you have held broken packages.
apt-get failed.
