I was not able to run `apt install -y python3-software-
properties=0.96.20 software-properties-common=0.96.20` on my ubuntu
16.04 image:

Step 25/100 : RUN apt install -y python3-software-properties=0.96.20 software-properties-common=0.96.2

  When I try to install the software-properties-common package on Ubuntu
  16 (just updated recently, see

  What's a work around for this?

  I get the following error:

  apt-get install software-properties-common
