[Bug 2067990] [NEW] Library's BiDi and charachter shaping feature not available

Public bug reported:

In Ubuntu 22.04 and 24.04, libraqm is not set as a requirement for the build of this library, so it is not built with CTL (BiDi and shaping) support.
This is a feature of the upstream that is not available on Ubuntu and should be trivial to restore.
Rebuilding from the sources in the Ubuntu repos when libraqm-dev is installed, works.
