Bug description:
  The LXD snap is no longer seeded in non minimal images since Noble+ so
  the unminimize logic related to LXD snap @
  https://git.launchpad.net/ubuntu/+source/unminimize/tree/unminimize?h=applied/ubuntu/noble#n108
  is no longer required.

  lxd-installer can remain installed.

  This applies for Noble+ so requires SRU back to Noble

  Attempting to install LXD snap on unminimize when this is no longer
  required.

   * Build cloud minimal image and confirm unminimize does not install
  LXD snap

  [ Where problems could occur ]

   * If LXD snap continues to be installed
