[Bug 2069338] [NEW] ubuntu-server-minimal should not depend on u-boot-sifive

Public bug reported:

Package u-boot-sifive is only needed on the SiFive HiFive Unmatched and
Unleashed boards. It should not be installed on other hardware.

We need to find a way to install the U-Boot that matches the hardware in
our installer images.
