This is the job of device specific / pre-built images to handle, generic
GRUB doesn't need to load device trees from disk.

Bug description:
/etc/grub.d/10_linux doesn't generate a menuentry which boots the
kernel with a device tree blob on ARM, meaning Grub tries to load the
kernel without the device tree, which likely fails.
