Looking through the list of bugs, it seems like the root cause of 90% of
these is a bad GRUB upload somewhere ~2018, because there are lots of
them at that time, and almost none (or actually distinct ones) later.

Bug description:
  This bug is being used to 'merge together' install/upgrade failures of
  outdated GRUB2 version, where we can likely no longer obtain more
  information or take any meaningful next steps.
