Hmm it looks like osprober somehow got disabled.

Putting GRUB_DISABLE_OS_PROBER=false in the config might have helped.

Im closing this due to being 5 years old, but please comment or open a
new one if you are still experiencing this problem.

Bug description:
  I have 16.04 and 18.04 and grub in OK
  but When I install 19.04 grub not showing in boot and can't boot to windows
  this is my grub setting
