Is your /boot partition encrypted? If so that's not a supported
configuration

It should still work on luks1, but as per warning you need to do
GRUB_ENABLE_CRYPTODISK=y

Status in grub2 package in Ubuntu:
  Incomplete

Bug description:
  On updating from 19.04 to 19.10 I got an error that VVM failed to activate. My drive was encrypted and I didn't have this problem when I previously upgraded from 18.10 to 19.04. Upon rebooting I got a kernel panic, a picture of which is attached.
