This bug was fixed in the package needrestart - 3.6-7ubuntu3

  * debian/tests:
    - prompt-reboot: mark the tests as needing a VM since needrestart doesn't
      do kernel detection when within a container
    - *.py: migrate off some deprecated libtmux APIs
    - *.py: make tests less sensible to performance issues on the runners

  Fix Released

Bug description:
  To quote vorlon in bug 2049208

  > The debconf frontend is always non interactive when running under
  unattended-upgrades; failing to restart affected services when auto
  applying security updates is critically BROKEN BY DESIGN

  While a bit hyperbolic, the point still stands.
