[Bug 2057671] [NEW] Rename the ubuntu-advantage-tools package

Public bug reported:

>From ubuntu-advantage-tools v31, it has been renamed to ubuntu-pro-
client. The current package is now a transitional package pointing to
ubuntu-pro-client. wsl-pro-service depends on ubuntu-advantage-tool thus
we should rename the dependency to ubuntu-pro-client to avoid having the
transitional package as a dependency.
