I do not think this is what Ubuntu should do, but rather you as
developer or admin or user. What you want is easy to do.

Bug description:
  Binary package hint: autoconf

  Several projects, like binutils, LLVM, and Python, insist on an exact
  version of autoconf, automake, and libtool when regenerating their
  configure scripts. binutils insists on autoconf-2.64, LLVM insists on
  autoconf-2.60, and Python insists on autoconf-2.65. Ubuntu should make
  it possible to install all of these at the same time, with a version
  suffix to let me pick which one to run at any given time.
