Public bug reported:

Following the replacement of dhclient by dhcpcd as new DHCP client tool,
it is now time to demote isc-dhcp-client. After demoting isc-dhcp-server
(bug # 2045577) the complete isc-dhcp can be demoted.

```
$ reverse-depends -c main,restricted isc-dhcp-client
$ reverse-depends -c main,restricted -b isc-dhcp-client
```

** Affects: isc-dhcp (Ubuntu)
     Importance: Undecided
         Status: New
