Bug description:
  $ lsb_release -rd
  Description:    Ubuntu 20.04.6 LTS
  Release:        20.04

  
  executed `do-release-upgrade` and expected to successfully upgrade release to UBUNTU 22.04.3.  Note: System has FIPS enbaled.


  `do-release-upgrade log` returned:

  Fatal: unexpected error from getentropy: Invalid argument
  fatal error in libgcrypt, file ../../src/misc.c, line 146, function _gcry_logv: internal error (fatal or bug)

  This error seems identical to bug 2055825
