This appears to be up-to-date now.

libsqlite3-0-dbgsym_3.37.2-2ubuntu0.3_amd64.ddeb is available at
http://ddebs.ubuntu.com/pool/main/s/sqlite3/

which matches the version of the library available in the regular
archives for Ubuntu 22.04 LTS.
