[Bug 2065060] [NEW] rsyslogd: file '/dev/console': open error: Permission denied

with noble i encounter the same issue as
https://bugs.launchpad.net/ubuntu/+source/rsyslog/+bug/1890177

which was fixed for focal.
the solution to fix it was running "adduser syslog tty" and restart rsyslog
