Thank you for taking the time to report this bug and contributing to
Ubuntu. I am re-assigning this bug to aoetools because the aoe
initramfs-tools hook should only call configure_networking in case a
network configuration is needed in the initrd.

This bug could be considered a duplicate of bug #2062501.

** Package changed: initramfs-tools (Ubuntu) => aoetools (Ubuntu)

Title:
initramfs-tools requires network even though root is local

Status in aoetools package in Ubuntu:
  New

Bug description:
I am using ATA-over-Ethernet (aoe kernel module), but my root partition is local.
Still, the "aoe"-hook script of initramfs-tools will be triggered, calling "configure_networking", which fails indefinitely to get an IP-address from DHCP on my unconnected ethernet device.

initramfs-tools should detect that my root partition is local and not
try to bring up the network before mounting the root partition.

Note that this bug may lock people out of their operating system!
