The same happened to me after updating from 22.01 to 24.04 using do-release upgrade 
Even the ctrl+alt+fn is not working 
>From recovery mode terminal not working dpkh configure -a is also throwing errors
Sudo apt update is giving ign... Ign.... Ign

  Install 24.04 oh no something has gone wrong

Status in mdadm package in Ubuntu:
  Confirmed

Bug description:
  1. Ubuntu 24.04 Numbat (development) iso.
  2. No specific package: Booted from installation iso usb.
  3. Desktop should be displayed.
  4. white screen; in the middle "oh no something has gone wrong"
  after some time the welcome sound; and a small window appears in the upper left corner.
  From there the installation can be done. It is not possible to try ubuntu.
