This bug still persists in ubuntu-image 3.4+snap1

I tested it adding  --image-size in the command:
   ubuntu-image snap --image-size=20G ...


But at finish show this: 
WARNING: rootfs structure size 1.17 GiB smaller than actual rootfs contents 2.33 GiB

Bug description:
  Hi,

  I created images with the latest stable snap version of ubuntu-image
  rev 299

  I see the size of the writable partition is not the desired one, it
  should be about 3GB and it is 464M.

  Then I created the same image with the previous ubuntu-image version
  rev 214 and the size of the writable is ok:
