Since my problem report a 'fix' has been applied. The behaviour is now
slightly different (at least the output on the screen) yet it still
takes minutes for it to continue.

Bug description:
  This problem was resolved in 23.10 and came back in 24.04.

  The problem is: ASUS laptop with Ethernet socket. The Ethernet socket
  is NOT connected to a switch, yet systemd tries for minutes to get an
  ip-address via dhcp from it.
