Public bug reported:

The Wi-Fi becomes extremely slow upon startup or disconnects, unless I always run the command sudo iwconfig wlp2s0 power off at startup. When I do this, it works but never at the maximum available speed.
The problem is not new and was always solved by using Additional Drivers. However, this option is no longer available, and the issue with the driver (RTL8821CE) has only changed.
