Slow reported boot in VM

Bug description:
systemd-analyze reports a slow boot in a virtual machine. Steps to
reproduce:
1. Install ubuntu-23.04-desktop-amd64.iso in a VM (8 cores, 4 GB memory). Select all default but unselect requiring to enter the password to login
2. Reboot and install all updates
3. Reboot the virtual machine. The machine will take several seconds to boot and login
4. Open a terminal and enter systemd-analyze
Expected total reported boot time on my hardware: around 3.5 seconds
But I got:
$ systemd-analyze
