Summary: 
I have two NFS-shares mounted via fstab. On shutdown or reboot, unmounting at least one of them always hangs until the one minute timeout. Before shutdown, they can be unmounted (manually) without any problem.

Solution is to insert 
After=rpc-statd.service
in nfs-client.target. 

Reportedly, this also affects 24.04
