Public bug reported:
In a fresh install of Ubuntu 22.04 with all updates applied, running
'netplan apply' with root privileges prints the following:
WARNING:root:Cannot call Open vSwitch: ovsdb-server.service is not
running.
The other bug report does not include 22.04 (Jammy), and users all over
the 'Net are reporting this still exists, including in that report.
