  Remove growroot-almost from ubuntu-raspi-settings

Status in ubuntu-raspi-settings package in Ubuntu:
  Fix Released

Bug description:
  Cloud-init's resizefs regrows the filesystem to occupy the full partition after growroot-almost leaves 16 MB for the LUKS header. We now intend to move this functionality to cloud-init itself, which would make growroot-almost redundant.
