This bug was fixed in the package libnet-ip-perl - 1.26-4

libnet-ip-perl (1.26-4) unstable; urgency=medium

  * Team upload.
  * Add patch to let Net::IP deal with zero IPs or networks based.
    (LP: #2083236)
  * Refresh spelling.patch (offset).
  * Declare compliance with Debian Policy 4.7.0.
  * Set Rules-Requires-Root: no.
