[Bug 2088259] [NEW] Exception during pm.DoInstall when upgrading from Ubuntu18.04 to Ubuntu20.04

Public bug reported:

1. I'm trying to upgrade Ubuntu from 18.04.6 to Ubuntu 20.04.6. on an Alibaba cloud instance:
do-release upgrade

2. The version of the package is unknown:
apt-cache policy pkgname returns:
N: Unable to locate package pkgname

3. I expected the upgrade to complete without errors.

4. But when processing triggers for libapache2-mod-php7.4 (7.4.3-4ubuntu2.24)
Errors encountered processing:
  sa-compile
Exception during pm.DoInstall(): E:Sub-process /usr/bin/dpkg returned an error code (1)

Could not install the upgrades
