[Bug 2088378] [NEW] cryptsetup is marked for removal upon release upgrade to 24.04 even if system depends on it to boot

Public bug reported:

On every system I have upgraded from 22.04 to 24.04 cryptsetup has been removed or marked for removal by apt.
All of these systems have some encrypted partitions and are either unbootable after it is removed or you are unable to access these partitions without manually reinstalling cryptsetup.
It is possible to recover but very inconvenient to repair a system without cryptsetup that requires it at boot for FDE.
You are able to use luksOpen via a live image and repair via a chroot, but it's far from a simple task to fix for someone less knowledgable.
