@enri1985 i don't think this is ever going to be fixed or backported.
addid tty is not that big of a deal so you shouldn't be to be afraid of that
as the actually fix that they should implement is actaully adding syslog to the tty group :)
so it wil not really matter if you are going to do it manually or they do it in the package.

the end result is the same.

Bug description:
  with noble i encounter the same issue as
  https://bugs.launchpad.net/ubuntu/+source/rsyslog/+bug/1890177

  which was fixed for focal.
  the solution to fix it was running "adduser syslog tty" and restart rsyslog

  package version:
