[Bug 2089567] [NEW] mofed-modules-24.10 backport

[Impact]

The MOFED release 24.10 LTS needs to be backported to oracular. This
means the mofed-modules-24.10 package from plucky needs to be backported
to oracular. The previous mofed-modules-24.07 package did not work fully
because of an unsupported version. This NEW package aims to ship a
version supported by the kernel in oracular.

[Test case]

Install the produced binary package mofed-modules-24.10-dkms in oracular.
Check that the modules can compile against the 6.11 kernel like in plucky.
