[Bug 2089759] [NEW] systemd vs linux-sysctl-defaults

Public bug reported:

On Oracular, systemd Recommends linux-sysctl-defaults but it wasn't
available at the time since src:linux-base was lagging behind Debian. It
has now been merged so the new package is available on plucky.

This poses a problem on upgrades: apt won't install the Recommends since
it's not new.

The possible solutions are either to drop the useless Recommend in a
systemd SRU in Oracular or to add a hint to u-r-u to install linux-
sysctl-defaults on upgrade. Dealer's choice ;)
