Hi,
libssl.so.1.0.0 points towards openssl 1 while Ubuntu has been shipping
openssl 3 and libssl.so.3 for several years now.
It seems you're using splunk as can be seen in the output of strace:
/opt/splunk/bin/openssl . I think the issue is that your splunk
installation is either out-of-date, or splunk needs to update its
system. Generally speaking, splunk is shipping binaries with the same
name as Ubuntu and shadowing Ubuntu's. This can lead to all sort of
issues, including such non-working mixes.
If you weren't expecting splunk to be present, you should look into
removing it or disabling it effectively for your account (it looks like
splunk has changed your PATH environment variable).

Title:
Openssl can't find libs and finally crashes on "missing shared library
libssl.so.1.0.0"
Status in openssl package in Ubuntu:
Invalid
Bug description:
If I want to run openssl --help for example, it gives me:
openssl: error while loading shared libraries: libssl.so.1.0.0: cannot
open shared object file: No such file or directory
If I do an strace, you can see it does not find a lot of libs:
