You already received all instructions and reasoning  should need by the
tool:

> To prevent data loss, postgresql packages are not removed
automatically during the upgrade. If you are certain you no longer need
postgresql-12, you can manually remove it and try the upgrade again.'

Now of course if you still need PostgreSQL you need to back up your
database, remove it, upgrade, install new version, and restore the
database

  I have a command-line only server running under Ubuntu22.04LTS. When I
  tried to upgrade to 24.04LTS it cancelled because of an issue with
  postgres-12. I attached the full bug report file.
